I actually just dealt with this problem myself. So this is pretty much the guideline that I followed.
First thing to ask is the fish with other fish in the tank and does it seem to be getting bullied? That's more of an obvious question so if not move on to the next question.
Second, how long as the fish been in the tank? Sometimes it takes a bit to get acclimated to a new environment. If more than week should not be an issue.
If both of the issues above does not apply then move on to the next step.
1.) Try feeding frozen blood worms. I have yet to have a fish that has not eagerly taken blood worms. If it does not take it, even after a few attempts spread out over the course of a few days, then I would treat for parasites.
2.) If the fish does eat blood worms (which at this point mine did) I would now look for a more stable alternative. The most recommended by MFKers are NLS & Omega One. However, IME, I couldn't get my EBJDs to take these pellets. If this doesn't work for you here's some other things you can do....
a.) starve and introduce pellets... If fish does not take repeat.
b.) try soaking the pellet in minced garlic + water solution, or juice from thawed blood worms prior to feeding
c.) have some dither fish that will eagerly attack the food to act as a guide for the little guy (if you do choose to do this, try and pick out a small group that is SMALLER than your ebjd and non-aggressive)
d.) try some other foods as well.... For me, I finally had success with Hikari Bio Gold and market shrimp
