for starters, that small of an EBJD is probably best kept in its own tank - or at least in a tank with non-aggressive fish (such as dithers) to avoid aggression. The fish is most definitely being bullied and stressed, which is why it retreats to surface and corners (as Frank stated), and probably the filter intake if I had to take a bet...
I've never had an issue with any of my EBJD, and have kept them in communities with other SA/CA cichlids without issues.
I would put this guy in his own tank and begin to follow the treatments Frank posted above.
The garlic-soaked food is a great way to get them to begin feeding on new pellets, you can also starve them and feed them BWs after a few days, starve them again, feed BWs mixed with some pellets, and keep the routine up for a few days while slowly adding more pellets and less BWs (while also treating the food with said meds above)
Once the fish reaches ~3" or so it will be more robust, less susceptible to parasites, and more capable of fending for himself
...also, if/when you reintroduce him to the established tank with the Con I would suggest feeding he Con first, turning the lights off, rearranging the tank, and then (re)introducing the EBJD. This will force everyone, including the Con, to claim new territories - which can help the EBJD to feel a bit more safe
