If you have a closed top, most of the floating plants that actually put growth above the water won't survive. They don't seem to like the really high humidity it creates.
If you can get vals established, they'll cut down on a lot of the light as they reach up to 6' in length.

HPS and MH lights are still the most efficient light sources but they all have huge power draws.
