It really depends. UL listed standard black electrical tape begins to melt and become a fire hazard at 176 degrees Fahrenheit. I just checked the surface temp of my lights with my infrared thermometer and their surface temp was over 300 degrees in spots.
It is unsafe in my case, but for you to know you would have to get an accurate temperature of you lights while on for a while. I would say a safe bet is that they are hotter than 176, so I don't think its a good idea.
