Sorry guys I didn’t make it clear, but this is a grow out tank. The pleco was 3 inches long, and the peacocks are all 3 as well.
 
Hello; You are running what I call a tightrope tank. The stocking density is very high. Everything will have to go just right, like walking a tight rope, to avoid problems. Just one dead fish left to rot for a short while can tip the balance. I will also guess you feed every day and do not skip feeding a day or two each week.
The rotting cabbage may have been enough to start the decline.

Hello; it is my understanding the de-chlor will start to attach oxygen and remove it from the water after it binds with the chlorine/chloramines. So yes the extra de-chlor may have added to the demise of more fish.

If you decide to continue with the hobby, perhaps try to stock less densely than before, or do a WC two or three times a week with just enough de-chlor.

As of before it was 9 3 inch peacocks and the pleco. And 2 small parrot cichlids. They were going into a 75 but turns out I’m moving....

Hello; I will give a few examples. I have a 40 gallon tank with five brilliant rasboras only. I have a 20 gallon tank with five dime sized tiger barbs only. I have a 55 gallon tank with seven zebra daino only. If a fish dies the tank will not spoil. These are not a tight rope tanks. They can go without problems if the power goes out for days.
Could i add more fish to any of these tanks? Yes, I can and will. But I will not overstock. I skip feeding at least one day a week so the fish will search out the excess food. I run air bubblers to be insurance about oxygen.
The disease you report is a strong clue the tank is not in good shape. Good luck.
Notice all the fish have terrible HITH, and some fungus patches, some are spasing out.
 
I know the setup isn’t ideal, I was planning on selling the fish this month because I obviously can’t bring them with me, and they are getting to big
 
Hello; That combination would be a lot for the 75 gallon. Perhaps doable with frequent WC and measured feeding.
I was planning on selling the less spectacular males. Ideally ending up with 5 peacocks and maybe the two parrots.
