1. Do a water change asap if you think there's something serious
2. As suggested above, if your filter return is adjustable (e.g. a spray bar), turn it to a direct so the current would agitate the surface. If the return is not adjustable, you can either add an air stone (I'm not a big fan personally), or add an HOB filter.
3. When things settle down a bit, do a water test. There could be other things.
Not always the best idea, If your only problem is your oxygen lvl its a great idea. However if something else is is at hand changing the water can add alot of stress and worsen the problem.
