polypterus endlicheri congicus and polypterus endlicheri endlicheri are fairly easy to tell apart.

congicus usually have fainter thinner stripes and a different head shape than endlicheri endlicheri. Congicus also has a larger adult size. If you really want to get technical, congicus have between 12-15 dorsal fins, endlicheri endlicheri have between 11-14... yes quite a large overlap so i wouldn't rely on dorsal fin count alone lol
 
adding further to streetcypher comment ... congicus has 7-9 stripes they are thin running from top and stopping slightly beyond half the body height ... endli's stripes are thicker and less in number, about 4-7 stripes running down the full height of the body as you look straight to the side
 
really im gonna take some pics tonight when i pick up my cognicus i also picked up an endli and will post them together and see if you can tell them apart cuz i cant

another possibility besides what street cypher already mentioned is just a different common name, since 'saddle bichir' is another common name for P. endli endli.
