I'd be more concerned about putting my fish in shock with cold water.

You may think it's a good idea to use warm water, but it's NOT! Think about the corrosive and all kind of unknown chemical, debris inside of your water heater tank that could be harmful and toxic to your fish.

I agreee with Pharaoh, purchase a meter. They're cheap and accurate. I have a kill-a-watt and use it where-ever I want to know costs.

How? Heaters have a thermostat, they will only come on if the water temp drops below the temp they are set at.
