yes you can use cardboard or newspaper or even shredded paper but it must be kept moist and they will love it.I hope you have air holes also?
 
Great info everyone...been meaning to do this for a while and I am now finally inspired.
 
UPDATE: I added a piece of damp cardboard to the top of the bin and it has kept the worms from climbing the sides. I will add pictures ASAP, just need to get new batteries for my camera.
