Looks rather hard to access the top of the tank.
 
My new tank i just picked up this weekend (used) has the holes drilled in the bottom same place, I did decide to set-up the sump after some helpful info from here.
 
I agree with Driftwood, I wish all my tanks were drilled for a sump, make life easier.
You can hide heaters in the sump, use filter socks below the overflow holes that are excellent water polishers, or add and hide all sorts of unsightly hardware, while adding extra gallons. Most maintenance is then done, in the sump and outside the tank proper.
You would either use stand pipes cut to the desired water depth, or dark plates set to water depth disguising the over flow holes. I'm sure one of your local fish stores would have an example.
 
Im trying to avoid setting up a sump, it all seems rather pricey and complicated. All my tanks have eithe rcanister filters or hob filters, and i have pretty good water quality. I run my 75 gallon on a penn plax 1000 and it is crystal clear.

Id like to just replace those two pieces and put pvc caps on the bottom, but i dont know where to fit these fittings with the gasket. The barbed ends were added on to the piece.
 
Can't tell for sure from the pics just what thread that is, have you tried taking the fitting to the hardware store and finding a threaded cap to fit over the bulkhead? If not, it looks like the hose barb threads in, you should be able to find a threaded plug to fit, just be sure to use teflon tape.
 
1. you have a great looking tank.

2. why not have a valve on one of the two outputs, then run a pipe to the surface as a skimmer. That way you could do quick water changes, and not worry about flooding? Then you just have a closed one on the other?
