To be honest, I think 20 4" fish in a 20 gallon is kind of pushing it. I'd stay safe with 15, considering they like to be somewhat crowded.
 
Anybody know how big they realistically get? I have read anywhere from 2 to 6 inches. If they get to be 4", then 12 to 15 in a 20L sounds reasonable.But if they only get to be 2",then 20 to 30 would be OK.
So how big do they get?
 
15 at 4inches seems like alot for a 20 gal, then again I don't know what an exodon is. They could be kuli loaches

they average 3" in a captive environment.
there have been claims up up to 6" in the wild, but you will never see them that big.

the number you stock depends greatly on the amount of care you are going to put into your tank, and the amount and QUALITY of your filtration.
i would suggest a group of 10 if you just have a basic 20L set up. this number can be higher with more and better filtration, as well as regular upkeep of your tank complete with frequent WC.
