you need a microscope and a small biopsy imo. I have not seen anything quite like this, but it looks like something just under the skin. There are plenty of unidentified ( not well known to science) parasites found in/on rays.

Totally agree here.Ive seen this kind of thing before,i take it this specimen is wild caught?my guess is its an intermediate stage of some strange parasite or other.....a biopsy is the way to go.Often this type of thing will just disappear over many months now the fish is in an artificial environment(An aquarium)....doesnt look like a life threatening condition imo.
Never heard of growth spots!
