EXTRA tall tank?

well i am only 14 and have a 17 year old brother with downs syndrome that afraid of fish so i dont have to worry about that

welll he is afraid of fish because i had an oscar my brother tried to feed him and it bit my brother and now he thinks my fish will eat him lol

so could i just use an air stone to circulate the water to the top of the tank ?
