I noticed this happen in the other carps as well but it usually went away after a few days and never this bad. Earlier today I noticed red build up on the bottom of the eye now it completely all red. Right eye is fine. The left eye looks bad.

I noticed a gash under the eye. These guys like bugging my payara. Looks like he took a swipe at it. I removed it and put in another tank

Perhaps payara took a bite and the sharp tooth punctured his eye causing it to fill with blood. Might try some salt + clean water + time first and see if it heals at all.
