Looks like it may be stuck shed? How is the humidity in the tank?

put some turtle eyedrops in and that should help also soak him in room temp water

Check your humidity. Like mentioned it would be a good idea to let you're guy soak in some war water for 10-20 minutes. You can also dip a q-tip in warm water and gently rub it along it's eyelids. If they continue to stay shut you can apply some sterile saline drops to help moisten them twice a day. Keep us posted on your dragons condition.

the male had a shedding before this happened. he can see a little

Im also suspecting something else What have you been feeding your water dragon?
Do they have a warm bathing area? If yes how often you change the water?
