Had 2 male and female pairs in seperate cages (one male and one female in a cage) for about 2 months and they didn't breed. Any suggestions?
Did everything the best I could(cleaned cage, fed, and watered daily).
 
yes we are 100% sure that they were male and female.

well she put this in the breeding forum because the main topic is about breeding. and besides look at the forum list and under breeding it plainly states fish and other animals. no offence or anything but i thought these points should be made.

Clean there cage first. Then get some nature fibre cotton and place it in they're cage. They will make they're nest out of it for breeding. Wait.. there rats or hamsters??

You dont have to buy any special nesting. You can just give them toilet paper. I've given every rodent I've ever had toilet paper and the tubes and they love to make nests and chew up the tubes. Just give them time as long as they aren't too young or old you'll be fine.

ok. thank you. they had just turned 7 weeks old when we got them and we heard that was when they started to breed.

It might be when they are able to but the rats themselves may not be ready. Some rodents start later depending on genetics and such. Believe me with time you'll have babies, once they get started they are worse then convicts so be careful :) .
