Most of the time zoo's or aquariums will take them, if not you can always find someone with a pond to give to.
 
It depends on where u live in the winter and how deep your pond is. my friend who lives about 20 mins from me has a red tail catfish in his outdoor pond thats 5ft deep. and druing winter here the water was actully warm considering its winter. maybe like 70ish and it was like 50 outside. but i think he has a small heater in it so if thats the case nvm lmao

my friends pond is around 8 to 10 feet deep but it freezes over in the winter so thats out of the ?
 
you are probably too far north. If the water drops below 55-60 f. You are in trouble with amazon catfish like the rtc. If he keeps it heated above 60 your should be fine.
