Check your local regulations, that is not fishing. I know here in Sac you cannot take tadpoles, only full grown bull frogs, the limit is like 4 or something Also you have to gig them and they cannot be alive when you leave the area where you caught them.
edit* you can also take chorus frogs and leopard frogs as well in addition to a variety of toads and salamanders. there is no limit on bull frogs and you can take by hand, hook and line, net, paddle(?) and bow and arrow (?)
hmm, regulations really arent all that strict... i guess just make sure you have a fishing license
