That filter shouldn’t be too much.
I’d bet on the fish just being unhealthy. Most feeders aren’t sold well.

That is my thought exactly also remember they probably don't feed the Minnows. I selected the healthiest Rosy Red Minnows and placed them in a cycled aquarium. Sadly after about a hour the minnows were eating like starved fish.
