When I first picked up my FE, it wasn't eating. After a week of adapting to the tank, it started eating. A couple weeks now, he swims to the surface and I hand feed mine shrimp. He's around 10 inches long.

I handfeed my fire eels or assume they "didn't eat" even if I saw them pick at it. I watched your video and I would say keep hand feeding him. He obviously knows how, so you can add some variety or soak the bloodworms in a vitamin mix. They are very shy eaters at small sizes in my exp.
They don't fight or bully for food, cichlids certainly DO bully for food so handfeeding I feel is a must in your situation.
It's also fun :)
Any time you give a fire eel a drastic change (tank move, shipping, major deco change, total resident reconstruct, etc.) They can get stressed and may go off food. Keep that in mind. That's why I like having them handfed. They know my "feed" fingers and adjust quickly to changes because they know exactly when I'm offering food.
