Is there anyone that could tell me if the male festae needs to be bigger than the female festae when breeding? Does it matter?
 
Yes; Male should be a little bigger. Female will get really aggressive when it's ready to lay eggs, thus can kick the males butt if it's the same size.
 
The female will want to know that the male is stronger therefore able to take care of the fry. My male is 3 inches longer than my female. I'm on my 3rd batch of fry in 6 months.

Well the two that I have are currently together in my 210 gallon. They've been together for about 2 weeks now and they have yet to spawn. They haven't harmed eachother either. Any idea what's going on ?
 
Two weeks is a short amount of time. Have they shown any prebreeding signs, ie, fanning, digging there breeding pits?

They have ben diging but not togeather in opposite sides of the tank.
