figure 8's stay smaller than GSP's. 3" for F8's 6" for GSP's. you could house a figure 8 for a long time in a 20g, but you have a 20 high. it would be better in a 20 long. they require a low end brackish environment. around 1.005sg is best.
the GSP will out grow your tank. like pufferpunk said, they need 30g each minimum. and also require an environment with higher salt levels (1.008-1.010 as juveniles), and need to be moved into high end brackish/marine conditions (1.018-1.025sg) as they get older.
i have my GSP in marine now. he's never been happier. if you get a GSP be prepared to make the transition into marine.
there are other puffers that will live in your tank. have you seen Red Tailed Red Eyed puffers (
Carinotetraodon irrubesco)? theyre quite cool. they dont look as 'cute' as F8's and GSP's, but still look great. they are also full freshwater, so you dont need to buy salt. minimum tank size is 20G too. so no need to upgrade.

if i had a spare tank i'd get some, my mate has some and they have loads of character. but they can be skittish, but they learn who brings the food. they arent soft...
