Raise up the bottom tray. It would be better for your media not to be submerged. Then you would not need so much either.

I am aiming to have about a third of the media submerged and the rest above in the shower. I am raising the drip tray 2-3 inches to fit more media in actually because more is always better.
2-3inches is about 20 scrubbies and about the same if not more in bio balls.
I am not going to rush and fill this monster with quality media and run the tank with a Jebo 950 and low stock until the sump is ready.
