Filter for 5' x 3' tank

Top drawing is better I would go that route.
Put a 90 degree elbow inside the tank to designate your water hight all you have to do is turn the elbow and you will have an inch or more for water hight depending on the size of bulkheads you use.
 
If you are drilling, I recommend doing a Herbie style overflow if you want dead quiet.

Yeah I like that style. Only issue is that the tank is for stingrays, and I think the herbie style is kinda ugly and takes up floor space. Thoughts on the 2 drill pics?

Actually you can do it at the side too. Just position the emergency overflow slightly higher
