that is bio media you can get from most lfs or chain store(petsmart)...put it in one of those white media bags and just drop it in the filter wherever it fits and stays wet

I add these all of my HOBs and it makes a pretty good difference!
A box of the Fluval ones are @ $5 - $10 and the bags are @ $1. There are different sizes and prices but all a pretty good value.
