Filter sounds like it’s struggling

Took the tubing out, shortened it up, cleaned out the carbon baskets, ran hot water through the filter in the sink and it’s still making this noise. When I pull the top tube ever so slightly out of the hole where the water gets sucked down through into the filter, the noise stops. But when the suction pulls the tube back into the hole where it’s supposed to go, I keep getting this noise. The filter itself is full of water which confuses me. Any suggestions?

It sounds as if the impeller shaft is a little bent of of shape, which is a common issue.
Best solution is a new impeller, but in Penguin filters, the impeller is more than half the price of a new filter. What helps some is to clean well the impeller well (with a tooth brush or similar), and clean the impeller itself, then grease the impeller magnet (silicone grease or vaseline), and try again. It will not be silent, but it will be quieter. Good luck!

So you think from here on out, it’s going to make noise no matter what?
 
Yes, I am afraid so. But don't give up yet. Try the greasing (and cleaning with the brush, then clean with flushing water). It might do the trick as a tiny grain of sand sometimes is all that is wrong. But them, sometimes one waits too long....
I like Penguin filters alright but if one does not clean the impellers often, this happens to them all too frequently.
The sad part is that one can buy online a brand new Penguin 350 for $31, but I can't find a replacement impeller for same filter for less than $22. Seems crazy.
Somebody (here in MFK?) stated using the impeller for a smaller Penguin filter (the 150 model in a 350 model), and achieving much longer durability that using the 'proper' impeller. The flow was less, but not by much. I have not tried that myself, but seemed convincing.

Or of all doesn’t go well, exchange it to upgrade to a canister filter
 
If you are sold on Marineland HOB's, consider upgrading to the Emperors.
IMO, the 400 & the new 450 are far superior to the Penguin's.
My old Emperor 280 ran non stop for 22 years & was still functional, though limping a bit, when I replaced it.
Note: better filtration can be achieved by modifying the Marineland HOB's.

Actually I do have the Emperor 400....forgot to correct that above. I took the impeller out and cleaned it and it’s not making the noise anymore. If I were to upgrade, I’m thinking the Fluval 407. But since I got the noise to stop, I’ll stick with what I have for now. Thanks for the advice ??
 
I have two Fluval AC 110's & two Emperor 400's. Like both models.
The AC's make a little more noise. Both provide quality filtration.
