I'd say grab an aquaclear 20 & call it a day. You can switch a lever at the top for flow if you want. You don't necessarily need a "bubbler" surface agitation will be fine. It would free up valuable space internally as well

For tanks under ~29g or so, I prefer not to use up any of the footrpint with internal filters other than a small sponge bubbler. Like said, I'd use an AquaClear 30 or larger hang-on-back style for the main filtration.

Another really great hang on is a fluval c series. It has a trickle filter built in.
