For 719g. I plan on using a ev1000 skimmer deciding on what pump to use for it, suggestions ? How big of A sump do I need is there a formula? Should I use live rock, or bio balls. Or can I use some sort of a canister (with the skimmer obviously)? All recommendations are welcomed thanks:)

For a sump the bigger the better. If i was doing that depending on where you have the sump ( under the tank, different room/floor) I wouldnt go any smaller then a 120g tank, if you are doing it in a different room get a gaint tub made that is fish safe cause then you can have something like 6x2.5x3 for a sump or something. I would use liverock in the tank and seachem's pond matrix in your sump. What do you plan on stocking it with? Reef, fish only?
 
I have a 125g I could use for a sump then, how many pounds of rock? Am going to research on pond matrix right now as I have no idea what it is haha. This is all in one room btw so as good as the tub sounds I cant. Plan on stocking couple sharks a ray and some small range and maybe 2 big tangs
 
Just researched briefly about the pond matrix. Would I have to fill my entire sump with it or just build a wall with it in the sump so the water has no choice but to flow through it. Also how long does pond matrix last?
 
Pond matrix last longer then most other bio media i've found. I dont know of anyone who has had it that stopped working or had it break down. You want the water to flow threw it as much as posible. And for live rock, thats a tough one with stuff like sharks and rays like room to swim but rock helps your bio load alot and is very helpful with animals that make the amunt of waste sharks and rays do. Basically you want to keep as much floor space openas you can get, I would try between 150-250lbs trying to stack it like pillars or something, and wanna make sure water can flow threw it fairly well. If you still looks like you can fit more rock in then i would get more just remember that the sharks and tangs need lots of room to swim and rays need lots of floor space.
 
i would not use live rock for filtration, give the sharks swimming room, a couple of rocks just enough to give the sharks somewher to hide and rest. use the bigest sump that is practicle, i prefer bioballs trickle filter, and very heavy skimming, water changes for nitrate and the use of prime, lots of water movement to keep the waste in the water column and on to filter
 
Bioballs will just catch detritus - creating as much in the way of nitrates as they remove by giving BB a place to colonize.

+1 to big skimmers, h2o changes, and good water movement.
