Short answer... nope...

There will be a point when you have to much water movement...

There will be a point where the additional filtration isn't improving water quality but is increasing electrical usage...
 
10x-20x turnover rate per hour is ideal if you decide to overstock.
 
If your fish seem to be caught in a whirlpool then i would imagine you have too much filtration.
Otherwise....no.:D

I disagree...

I would consider "ideal" to be a custom designed filtration approach that takes quantity of fish, size of fish, type of fish, decor, substrate, size/shape of tank, feeding, etc, etc...

Slapping a suggestion of X~Y turnover is nothing more than a blanket "rule of thumb" suggestion that fails to take any real detail into consideration...

Such "rules of thumb" are very valuable to those who do not want to think their filtration through, but they are useless in the design of a logical custom filtration approach...

Well if you want to get down to the nitty gritty then yes you're right. Maybe I should've informed him that most perfer to be within that range. His question was also a very general question therefore he gets a generalized answer.;)
