Treat the whole tank then with Melaleuca oil or Melfix. Use the pond version as it is concentrated. Also, tea tree oil, or Pimafix will help fight bacterial infection.
If you cant catch the fish, divide the tank with a piece of egg crate and try to isolate the fish from the others. If you dont get proactive, you will either lose this fish or it will have permanent damage.
