Fin rot?

I did a water change and added the carbon back to the aquaclears. I was treating the tank with Kordon rid ich plus. One of the fish had ich and it wasn't going away and it is gone for the most part, but there are a few tiny bright white spots on the fish. It almost looked like they shrunk. Could the fin rot just have been from the ammonia? It does not look like it is getting worse. Should I remove the carbon and keep treating, or should I just leave it as it is and hope they get better? Could the ich be dead, but still attached? It is very hard to notice and only on one fish.
 
What should I do about it? I don't have a heater so I can't use the salt method for treating the ich. Also, what should I do about the fin rot? I have been treating the ich on this one fish for over a month and it won't go away. Should I just give salt dips to both fish?
 
Ich is almost untreatable at low temps. Other than that i dont know

Probably. At low temps the ich life cycle can be 4+ weeks and at higher 3 or 4 days. Bump to sub trop temps as to let the fish survive
