Kind of agree with above,Uaru do get big as do a lot of the other fish.I think your tank sounds stunning with its current occupants.
Maybe a few pink tailed characins for the upper levels would look nice patrolling the surface.
I do love true parrots though,I can understand the temptation.

Jags are centrals. If a central would be considered I think pearsi would be good...
True parrots are cool, also white or orange saum, festae would cause a nightmare, bumble bee oscar would be cool or maybe brasiliensis?

Hahahahahahaha definitely NOT a jaguar. Parachromis are nuts. I like the motoro idea but I'm not sure how they would get along with the Surinam and jurupari.

I don't know I want to keep it all South American but what's the difference really. I also considered Vieja syns
I would go synspilum. Besides the fact that are gorgeous fish, they are typically not aggressive and are good community fish. Oscar and true parrot would be a crapshoot in regards to aggression
was only 3 I was gonna suggest and u guys beat me to it - Red-headed, Green Terror and Geophagus brasiliensis, even though the Synspilum is CA, they do seem to act and think more like SAs, therefore my final suggestion as a 4th possibility is Salvini in lieu of this
 
From everything I read Uaru max out around 12 inches. What kind of characins are big enough that won't get eaten? The only thing that comes to mind are like buenos aires tetras and hatchets but won't both just get eaten by my chocolate?

Pink tailed chalceus,and metynnis species,you could also try some of the larger leporinus species.

I really liked the idea of silver dollars, but I think that means I need a bigger tank. There's just no way I can fit a 300+ gallon aquarium in my current apartment. Even though I have enough money to buy a 300 wide from glasscages right now if I wanted too..
 
I have a group of Anostpmus ternetzi in with my true parrot and severum, it's a peaceful mix thus far and I like the contrast in body shapes
