Besides that, there is an exemption for fish that live in the subtropical and tropical regions, which would exclude Tropical and Cuban gars for the list, which includes all gar species.
I'll try to dig it up
here it is....the last 6 posts are the most relevant (most of the rest was a bit of bickering)

I was saying they're not illegal for private aquariums, not that I have other plans for it...should have been more clear. And yeah, the law is way too unclearly defined. However, the tropical/subtropical exemption does seem pretty clear even if it seemingly contradicts the restricted list.E_americanus;3631599; said:interesting thread for sure, thanks for referencing it. from what i have read it doesn't necessarily clarify the whole situation, but it does lend toward some leniency in the issue.
a couple points though:
if yours are not "for private aquaria" then what are they for? surely you don't plan on using just two specimens for aquaculture? or i am misinterpreting your reasoning?
secondly, it does not negate the quote/statement i was referring to where the mentality of "well everyone does it, so it's no big deal" being irresponsible. the aquarium trade and it's hobbyists (not everyone, but many people) have brought the controversial legislation upon themselves.
good luck with the gar...keep it well fed on good foods, it does seem a bit stunted, but this may be correctable with proper diet in the future--
