Maybe I'll go for a low light, sparsely planted tank then.
I'll post a WTB ad for people who have similar WPG (no co2) as I do, make sure to check out the specs of the plants as well.
I'll probably go with the eco-complete and mix some gravel in.
Eh, I guess I'll just have a moderate tank for now. Upgrade again later.

It all comes down to the plants you want to keep. Here's a tank I did with no ferts, no CO2, and rare water changes. My RCS bred like rabbits, despite my lack of effort

Low light and dense plants are not mutually exclusive. Think about Anubias, and especially Cryptocoryne. I even had a small Echinodorus grow with only two 10 Watt incandescent light bulbs. Everything is possibe
