It might be safer to look into a plastic mesh. For a stiffer piece with larger holes try the plastic gutter guard. For something a little more pliable get the plastic weave used for needlepoint.

Yeah, I figure if he can get into the filter, he can get out of the tank.
 
yeah plastic woul be better ( doesn't rust ) if you can find plastic mest get that
 
at home depot they have water plant pots made of plastic mesh that might work.

I had the SAME exact problem. I cut up an old fish net and taped it covering the hole for the hob. It never did it again. I Also noticed the more spots he had to hide in and a gravel that he could burrow in made him feel more comfortable in the tank rather than living in the filter.

my peacock eel did this
3 years old, 12", beatiful.....
crawled into my filter in the middle of the night.... pushed up the cartrige..... did too much damage from the propeller in the filter, dead in a few hours.
another younger 1 pushed off the lid and jumped out
