First saltwater tank

Sounds good and these fish are good beginner fish too correct?

No, stay away from the angel. Even though it is one of the hardier angels, it is still not a beginner fish. Instead how about some more yellowtail damsels? They don't get larger than 3'', they're colorful, hardy, and don't contribute much to the bioload. In fact I used them to cycle my tank a while ago,all 6 survived.

All but the angel are excellent beginner fish; the angel is considered to be an intermediate fish. I should have added to that suggestion something along the lines of "Add the angel last once you have a decent understanding of running a saltwater aquarium." You should add your stock gradually anyway to maintain a good biological balance, so it's possible that you might be ready for the angel by the time everything else has been introduced and settled in. For example, I would add the damsel first once the cycle is completed and wait two weeks, then add the blenny and wait two weeks, then add the goby & shrimp and wait two weeks, then finally add the angel last. You could shorten the time period between introductions, but it will be easier to take it slow in order to observe the changes in parameters in order to prevent overloading the system.

Also, that blenny will do a number on nuisance algae, but you'll need to provide supplemental feeding if you run out of nuisance algae.
 
Will a bicolor blenny and scooter blenny get along? And, odd as it sounds, can you intentionally propagate the nuisance algae to feed them? I mean, would it be possible to find a decent balance between the presence of the algae and the needs of the fish?
