Ive seen this behavior a lot. Bichirs have poor eyesight but excellent smell. He could be sizing up the Oscar to see if it is a meal opportunity. Bichir are pretty peaceful to fish to large to eat.
Ive watched mine do the same behavior with fish almost like they are taking measurements and are sizing up the fish to see how long or thick it is. If they are small, bam they eat it. You most likely have a Sengalus, they are an active and fun fish.
