Fish Are Getting Bullied.. Need To Figure Out The Culprit

I have a 10 gallon tank and recently my snakehead betta and my scarlett badis are getting their tail fins beat up. The total stock is

4 brown pencilfish
2 dwarf frogs
2 peacock gudgeons (both female)
1 scarlett badis
1 snakehead betta (female)

Mostly I'm concerned about the welfare of the betta. Do you think the betta and the badis are fighting or do you think the female gudgeons could be to blame?

That sounds like a lot of personalities in a small living environment. I know I get mean if I feel overcrowded.

It seems like it, but if you saw the tank it 's pretty empty, those are all extremely small fish.
Anyway it turned out to be fin rot.. I'm treating with melafix. I noticed the badis had it back when they were all in a bigger 40 with other tankmates. I dunno how it happened as I do very frequent water changes. I have added some peices of driftwood that were just sitting in someone's damp shed, and that may have introduced some bacteria.. I really don't know.
