But like fr since i just started this tank out do I just wait for it to cycle or should i get some API general Care?
I wouldn't add any medicine just yet personally, most likely ammonia causing the rubbing which should stop after the cycle is complete. Hopefully the fish make it through the cycle, which can be tough on them. I would dose the prime and keep a close eye on the ammonia.

edit: J Jim bean 20055 forgot to add, if you have an older established tank or you know somebody with one, you could transfer some media to seed the new tank and cycle quickly. Or they do sell products like dr. tim's which work as well. Some even at chain stores like stability. All are good ideas if trying to cycle with fish.
