I think the logical conclusion is the opposite. The reason that a person would dump a fish is that they care about the fish surviving. They are however ignorant as to the negative repercussions both ecologically and legally. That's the point of the post.

Ya I've bought 25' of airline tubing, put it on my battery pumps to oxygenate my catch and I've probably left some airline there over the years. It's possible this is what happened, but I doubt it probably irresponsible people dumping their fish
