Other then the fact sailfin mollie sare true brackish water fish, and most mollies should have some level of salt in their water, or they become very prone to bacterial infections. I doubt it would be ick. most cases of "flashing" i've seen appropriated with a disease ect is due to "velvet" which is often mistaken for ick. as they fish develop dots, and the typical velveting over their scales. If an of your mollies are new thats where i'de lean my guess towards. You gave the perameters for everything but your Nitrites. If you don't check those.. I'de check those as well, I've seen spikes of this in otherwise "perfect" water conditions. That can also cause flashing. I doubt this is the case with your set-up, but rule out what it isn't to be safe. I'm not sure about the exacts of the doseing but I'de consult with soem of the other live plant tank owners. BUt may be wise to cut-back stop doseing for a few days, possible build-up of some trace that may potentially cause it as well. and unless you have very delicate plants shouldn't make them any worse for wear. and of course replace the UV bulb asap.

Nitrites are zero also. I didn't buy the reagents for the photospectrometer for that test but the little dip and check strips say zero.
Well, I had some major issues with my UV unit last night and I think I'm just going to order a new one today. Between the seals leaking on the old one, the bulb burning out and those crappy barb-fittings I hate... I'm upgrading. Going from an 18w turbo twist to a 25w Aqua I think.
Other then that, I raised the tank temperature to 84*F. The fish are definitely flashing more today. Poor goldie is still hanging in there in the quarantine tank.

If you're adding plants frequently & see no Ick spots, you may have fiberglas particles floating around from the plant roots. This would also explain your rash...if you are sensitive to fiberglas. Again, a polishing pad may help grab these. The pressurized sponge filter you built may just push them through.
To set your mind at ease a bit. Since i've started keeping koi everyone has said flashing is a sign of something bad, yet my fish do it all the time after a good feed. This is because the food waste in the gills is still stuck and the fish need to exhale the left overs. I've not lost a fish in 8 months and all are healthy and feeding like crazy and they still do it every now and again.

I've got more questions about Goldie... He's in a quarantine tank- 20gal. Being medicated with Maracyn and Maracyn-two (which can be used together), as well as Melafix, and Rid-ich. 1 teaspoon of aquarium salt per gallon in water also.

A while ago my breeding pair of angels started doing this after i added 10 cories to the 55 gal breeding tank ( yes i made the mistake of not seperating the cories in a quarantine tank). All i did was raise the temp to like 85-86f for a few days and added meth blue. This semed to do the trick.
