You can use an algae turf scrubber, lots of big water changes, a deep sand bed, or bio pellets for example. I think some combination is probably the best bet so all your eggs aren't in one basket so to speak.

I would definitely go with a protein skimmer. The thing's a life saver. If you can keep the protein skimmer with the refugium then that's the way I would go. This would take out organics (proteins, amino acids, etc) and nitrates/phosphates (via algae filtration). I've got the protein skimmer in the sump, and some Caulerpa prolifera and Gracilaria in the DT (not really a FOWLR or SPS Reef...just a few softies and a galaxea).

Sorry, but lots of people say that they'll get a tank in a year/a few years, and while some do this, others have more important things get in the way (fire, baby, etc.) You might be able to pull off a small rabbitfish and the dwarf angel to help combat algae, but I'm not sure about that...
 
i would definitely get a skimmer, at some point. the ones that go into a sump are better, but there's a wide variety of HOB skimmers now. you just have to make sure nothing happens that cause it to foam up so bad that it leaks water all over the floor. make sure you shut it down while adding medication, chemicals, etc. even submerging your arm, raising the water level temporarily, can cause a protein skimmer to foam up and over flow. and BTW, i knew somebody who successfully kept a powder-blue tang in a 55gal tank for several years. i think he actually traded him in eventually.
 
Power heads alone will not prevent it, you have to export the nutrients or outcompete the cyano. What are you using for filtration? One of the advantages of the skimmer is that it removes waste before it can break down into cyano food. HOB and trickle filters are excellent at turning fish food into cyan food which is why I don't recomend them. You have probably been here long enough to know someone is going to tell you they have an awesome tank with no skimming, etc, etc. so I have some questions. How long has this tank been set up? Are you using RODI water? How much and what are you feeding. How often and how large are your water changes. What are you doing for circulation? What lighting do you have?
