Bracydanio kerri, maybe line bred or even genetically altered to achieve the more uniform blue, almost glow light appearance.
The original I've seen, are found certain islands the Maylay peninsula, but are not such a uniform bright blue.
I attended a talk by one of the glow fish proponents who showed photos of the different colors they were working on, yellow, red, blue, where genes from phosphorescent sea animals were sliced into danios, tetras, even some cichlids, and many of these looked similar.

Look a bit like Opsarius pulchellus, mackerel barbs to me, but could be what duanes said.
