I think it looks more like a tiger rockfish, but it is hard to tell just by looking at the picture. For a positive ID the head spines need counted, the peritoneum color needs checked. Here is the online version of the ID manual I use at work check it out:

its a tiger rockfish for sure , they have them at the dallas aquarium. they are less energertic than groupers , they lay around and do nothing (rock fish)
