That is what the Indonesions do.I am not being racist but we have a major problem with illeagle fishing here in Australia on our northern waters and they are mainly from Indonesia.They take and kill everything they can.The ones who get caught simply get deported so they can do it all again.The boats are usually destroyed.These same boats often have paying customers on them trying to immagrate illeagly.I used to work on a line fishing boat 15 yrs ago.We saw a couple of Indo' fishing boats ourselves with shark fins hanging all over the decks drying out.We also reported the sighting.

We even sell shark meat (called flake in the fish shops)Sharks like Gummy sharks,Black Tip Reef ,Bull and Bronzies don't require soaking in milk to get rid of the ammonia if they are 3 ft or under.Any bigger,and the milk soak works like a treat.Freezing helps somewhat too.Most people only keep the smaller ones.Mind you I can go and catch 15 - 20 small sharks in a day easily.

The Japanese fishing trawlers took care of that Austrailia has some pretty tight shark fishing restrictions in place. Hopefully someone from the Land Down Under can clarify.
The only restrictions we have are on 2 species.Great white and the Grey Nurse shark(I think you call the Grey Nurse a Sand Tiger in the States)These are protected and rightly so.Thier numbers are way down.
