Fish's Mouth is gone

My guess: it had a little freak-out & bashed into a rough/sharp bit of decoration - I have a filament barb like that, have since rethought use of dead coral in decorations. 18mo later & the fish is fine - still not much mouth, so takes a little longer to eat anything, but otherwise good.

Hmmm... Don't look like it. The tank hasn't got any decorations except for lots of soft plants and floating guppy grass.
Tried to keep it clear as possible so that the fishes have got sufficient space to move around
 
Besides the mouth he look perfectly normal for a congo tetra. Nice colors and fins starting to extend. They do prefer cooler temperatures. Since it's outside u can maybe add some more shades or increase flow/oxygen in the warm temperatures. maybe bang its mouth on the glass. Never seen congos fight or lock lips when I had them. Or could be a birth defect but u barely noticed it now. If it's acting normal and eating it should be fine.

Where are you?

Sunshine grows algae, sunshine has heat also.
UV bulbs get hot also.

So, to reduce temp:
Shade the tank & unplug the UV.
Alternatively, run the UV only at night.

Is the canister in the sun at all - that'll be a big source of heat also.
Can also uncover the tank as a bit of over-water breeze will cool.

Yes, the canister is also outdoors.
Technically, they are outdoors but they do not get direct sunshine as they are placed at the balcony and do not get sunshine.
Tank is also uncovered all the time
 
if it's in the shade & still turning green, maybe you're overfeeding?
Try some shady-tolerant plants to bring the nutrients down, something mid-water at the surface, or a (flowering?) vine rooted in the water & draping down the back of the tank can be quite lovely for a balcony/window system, and a fast-growing vine is a nutrient vacuum. Roots in-water (shade) but the body of the vine can be in the blazing sunshine.

Now, It's worth nothing that my snail-only, un-fed window "live water" tank is bright green even with sunny pothos vine, rooted & mid-water plants etc etc etc. and it gets sunshine for less-than an hour a day... so my recommendations are purely theoretical and largely crap :)

Start with making sure the canister & plumbing aren't in direct sunshine and the UV likely only needs to be on for a few hours/day (IE at night)

Yeah, I think I am overfeeding
Will look for some suitable plants.
What plants do you suggest for mid water?
I am like using lots of guppy grass for now.
Everything is under shade.
Noted as well, on the UV. I had been keeping it on 24/7.
Will switch off the UV during the day.

However, there's something strange going on my other tank. There is no UV filter. All it has is a canister. No UV steriliser or other filter.
No algae. Tank consists of only a sailfin pleco, 4 x Tinfoils and 4 x Hydracynus Vittatus.
It is kept indoors, but the temperature of the water is always going up to an average of 32.8deg C and highest at 33.9deg C
I had to keep using ice packs to bring down the temperature.
And I am honestly at my wits' ends.
