Gravel is a bad substrate for them, they cant bury themselves and its hard to get food..

i agree if you notice they'll be on the glass alot...bc the gravel hurts their bellies. sand is the best but you could you a cheap substrate it will do just fine. My flounder i caught in a cast net years ago when I was 8yrs old i had him for 4yrs and he got up to 16".
they don't need brakish water if it's a true FW
