I would never feed the flower rays with fish, because IMHO this is not their natural food even for the adult ones. They will get bloodworms and all available kind of mosquito nymphs, shrimps, gammarus, krill and other simillar invertebrates.

I prefer keeping the flowers alone without other rays species, especially not with black rays or motoros, because these species show an aggressive behaviour during feeding time compared with the gentle movements of flower rays.;)
Tiger Rays would be good tankmates.

gentle? how long have you had them! the bigger they get the more aggressive they get. My largest is down right mean, if she gets wind of food in tank, she plows through the others and takes everything.
 
My female flower was the meanest ray in my tank. She was 8 inches and I had to finally remove her because she bit all my other rays all the time. They are like a chihuahuas, they are delicate yet love to bite.

Delicate as in they don't handle stress well. Once you get them established you are best to just leave them be. They are almost as hardy as any other ray once they settle in, but if your pH fluctuates or you move them from tank to tank then you will have problems.
 
Update on my flowers. I have only the large female 12" and the male 10" now. The picture of the pair has been made without photoflash.
