Fluidized Bed Filter Setup Help!!!

I tried the FBF and it started fluidizing, but the level went too high so I shut it off. Every subsequent attempt at it has failed miserably.
It simply leaks a little bit of water through the "out" tube, but nothing is getting through the sand. I see that a little bit of sand (~3") is backed up into the small secondary chamber in the tower. Is this the problem? If so, how do I fix it?
I tried gently rocking it, as well as everything else I can think of (draining the water and trying again, etc). Any help would be greatly appreciated!!!
