Poppers are all top water lures. They are not supposed to sink. Cast them out, let them sit for a bit and then 'pop' them in as you retrieve.

Panfish are a beginner flyfishers best friend. Hell, I've been flyfishing for 10 years and they're still one of my favorites. Take some small dry flies and cast where you think some fish are. Wait a couple seconds, then strip it in a bit so it makes a small wake. Vary the speed and length of pauses until you start getting action. Sometimes they want the fly sitting still...sometimes they want it moving.
so do you think a little neon green fly would work? its almost just like a neon green thread wraped around a small hook. i got a pic of some of my flies if u want me to upload them.
Just about anything will work for panfish, sunfish in particular. Just give it a shot and see what works. If one fly isn't working out, tie on a different one. Part of fishing is finding out what works best in different situations.
I'll also add that for panfish, a lot of my success has come from the wet fly. I tie on a popper, or a regular dry fly and then I tie on a wet fly (a small nymph usually) about a foot or so behind the dry fly. Many times the fish will be attracted to the surface action and then they will hit the wet fly.

for panfish and perch I use a feather leech, nymphs or a mosquito pattern

Yeah that does suck. 8wt is a little stiff for panfish don't you think? It will probably work, but I have a 5wt and seems to work well for panfish.
